Khoo Teow Pang also known as Khoo Teng Pang was born in 1790, and a 17th generation of Khoo clan of Goh Pang. He was the second son of Khoo Tek Seng 邱德兴 (1765 – 1821). Khoo Tek Seng was said to have settled in Penang in the early 1800s and married Lee Poh Neo 李宝娘. Khoo Tek Seng died in Penang and had five sons.
Little is known about Khoo Teow Pang's childhood in Penang. He was of the early founders of the Kien Tek Tong Society and Hock Teik Cheng Sin Temple in Penang. He was also a strong influence in Kien Tek Tong establishment in Yangon. In 1851, Khoo Teow Pang was appointed as one of the ten family headmen in the first Board of Trustees of Khoo Kongsi.
Khoo Teow Pang through his principal wife, Gan Choo Neo 颜枣娘, he had two sons, Khoo Chee Tek 邱紫竹 and Khoo Chee Buan 邱紫晚. He died in 1860 in Penang.
